Comments: Regarding #5, circulating w/o cars: Pasadena does pretty well considering I think the biking system was a retrofit, but lacks a good north south route.
Raymond and Marengo are candidates: Raymond is great above the 210 in either direction, and getting to and riding on Marengo going south is OK, but going north is difficult because Marengo gets a lot of north bound traffic (after work, at least), and north of colorado it has little space for bikes. It gets very bad at the 210 where there are two lanes going right toward an onramp. I'm not sure it is even safe
Los Robles is marked as a bike route, but it really is too busy with too many parked cars to be safe.
My experience involves a commute between North Pasadena (~Los robles & Woodbury) and Alhambra (~Mission and Fremont).
If i have missed some good rout, please let me know!

Discussing the seven principles, my husband and I think we might do well to add another principle, stated something like this:
Pasadena is a city where the diverse social and religious traditions of its people are respected.
